When you buy an Alexa device i.e. Amazon Echo Dot or Amazon Echo, and in order for you to install an Alexa Skills, you need to signup on Alexa Amazon. See sample screenshots below
Enter your name, email address and password. Again as advice on “Creating Amazon Developer Account” and “Creating Amazon Web Services Account” as much as possible use the same email address you used on signing up on Amazon Developer and Amazon Web Services.
Agree on Terms of Use.
Select type of Amazon Alexa device you have.
Select preferred language.
Connect your Amazon Alexa device to Wi-Fi.

And welcome to your dashboard.
In my case I do have an Amazon Show which has a touch screen. And on its settings, i can configure my Alexa account by just entering my Amazon Alexa email and password.
